Across the world, marginalised populations are facing structural barriers to their right to health.

A global rollback of LGBTQ+ rights and women’s rights, coupled with a waning political will in the HIV response, is threatening progress toward global health goals. This has deadly consequences: AIDS-related illnesses remain the leading killer of women of reproductive age.

Where communities and civil society groups are supported to lead, the AIDS response is stronger and more effective.

The Robert Carr Fund provides this support through flexible, multi-year funding for groups led by and serving inadequately-served populations. This is vital for them to flourish.

Placing funds in the hands of impacted communities is the most impactful way to shift power to those on the frontline of health responses, meaning communities can lead this work and save lives.

The UK has historically been a leading partner to the Robert Carr Fund but without public demand for action there is a risk that our contribution will fall short of what's needed.

Please act now and write to your MP demanding the UK step up to renew its commitment to the Robert Carr Fund, shifting power to the hands of communities on the frontline of the AIDS response.

As a constituent deeply concerned about the health and rights of marginalised populations, I am reaching out to discuss a crucial opportunity regarding the Robert Carr Fund (RCF) replenishment.

The RCF plays a pivotal role in addressing gaps in resources for civil society and community-led networks of Inadequately Served Populations (ISPs) in the HIV response on an international scale. By providing core and strategic funding, the RCF supports initiatives aimed at strengthening networks, promoting human rights, enhancing access to services, and ensuring resource accountability.

You may know that the UK government has previously pledged £7 million for the 2022-2024 funding cycle. I am writing to urge you to increase this replenishment’s pledge to £10 million. This would  significantly bolster the RCF's capacity to support marginalised communities worldwide, including people living with HIV/AIDS, LGBTQ+ individuals, and women and girls.

It's worth emphasising that the UK could become the first nation to end new HIV infections by 2030, but achieving this goal requires both domestic and international efforts, in collaboration with Civil Society Organizations (CSOs). A substantial pledge to the RCF is not just a financial commitment; it's a pledge to end AIDS, combat the erosion of human rights, and protect the most marginalised communities globally. Ongoing UK partnership with The Global Fund and Unitaid is also vital to achieving this and ending other epidemics, whilst building resilient health systems.

Seizing this opportunity would demonstrate the government's dedication to fostering inclusive and impactful solutions to urgent global issues, at a time when there is a global rollback on LGBTQ+ and other human rights. Moreover, Minister Mitchell's attendance at the International AIDS Conference (IAC) to make this pledge would garner significant domestic and international attention, reaffirming the UK's leadership in international development and global health. Also including a youth representative in the delegation would underscore the government's commitment to youth empowerment.

In conclusion, I urge you to take action to:

- Secure a £10 million pledge to the RCF over the next 3 years, as part of a £20 million 6 year commitment package in support of Sexual and Reproductive Health and Rights.
- Encourage Minister Mitchell to attend the 2024 International AIDS Conference.
- Ensure that the FCDO includes a youth representative in their delegation to the IAC to announce this pledge.

Your leadership in this endeavour would be immensely appreciated and would further contribute to the UK's ongoing efforts to improve the lives of those most marginalised worldwide.
